In 1899, James Gordon Bennett junior, owner of the American daily New York Herald, proposed that Automobile-Clubs organize an international prize with national teams. Each country could enter three cars of national design. At the time, France was the world's leading carmaker and race organizer, so it was the Automobile Club de France that organized the first race. After the last edition in 1905, it was replaced by the ACF Grand Prix.
